It is mostly open now – the King Tut gallery is the only gallery that’s still not open to the public. They’ve been opening up exhibits gradually over the years to make money to be able to pay for the rest of the construction/running costs.

Photography isn’t prohibited – it’s allowed, but just using smartphones to guarantee it’s for personal use only. Simply because commercial shoots require permits in Egypt and usually cost a lot of money. In a lot of other attractions, you actually pay a fee to enter with a regular DSLR camera or a tripod. Drones are strictly prohibited too all over the country and require special permits.
